Timing
Timing is the process which dictates when players can activate Spell Speed 2 or Spell Speed 3 Effects in response to other actions.

Priority
Usually, the turn player has the opportunity to activate an optional Spell Speed 2 or Spell Speed 3 Effect first. However, if a Chain is constructed, the opponent of the player who activated the most recent Chain Link has this opportunity instead.
If the turn player chooses to progress to the next Step or Phase, the opponent has the opportunity to activate a Spell Speed 2 or Spell Speed 3 Effect before the turn progresses.

Example:
Player 1 Normal Summons a Monster. (This does not start a Chain.)
Player 1 has the opportunity to activate a Spell Speed 2 or Spell Speed 3 Effect. If he or she does not, Player 2 has the opportunity instead.
If Player 1 activates a Spell Speed 2 or Spell Speed 3 Effect, Player 2 can activate one Chain Link 2, even if responding to the Normal Summon.

Example 2:
Player 1 Normal Summons “Blackwing - Shura the Blue Flame”.
Player 1 activates “Mystical Space Typhoon” targeting Player 2’s Field Spell Card
Player 2 activates “Bottomless Trap Hole” in response to the Normal Summon of “Blackwing - Shura the Blue Flame”
The Chain resolves backwards; “Blackwing - Shura the Blue Flame” is destroyed and banished, then Player 2’s Field Spell Card is destroyed.
